When someone is on their high horse and spouting off or sounding off, then it can be hard to stop them doing it.
Some people love to pontificate, and where better place to do so than from on top of their high horse? Indeed.
The origin of the phrase is the good or bad old days of clearly demarcated class and status through what people did, what they wore and... what they rode.
Not just any old Joe Public could ride a tall horse, as people's rank and status was correlated to the horse that they rode, and the bigger the horse the richer the person; the mere plebs had donkeys and so on and could only dream of being able to get on their high horse and lord it over everyone else.
