Even the most serious of people wants to let their hair down from time to time.
If you want to kick back and relax, go out and party and just have a good time, then this has become synonymous with this still common phrase of letting your hair down, and even if you have no hair to let down, people still talk in these terms.

Well, in yesteryear when many people in high society spent hours and hours over doing their hair, the more convoluted the hairpiece the better, the longer it took the better.
To have it just trailing free and not a work of art was something that was unheard of and not at all to do, and so letting it down became synonymous with relaxation and so forth.
