The first reference I can find to this quotation seems to be in 'The St Catharines Standard' (St Cathariens, Ontario, Canada (Osprey Press)) Ocober 13, 2000.
A Canadian politician William Peter Randall was lamenting on the lack of election races and apparent public lack of interest.
He said, 'Acclamation is not democracy, it is apathy'.
You can find more about him in Wikipedia etc.
I have seen the quotation used a few times since then and belive it may be a good addition to your database.
