Cornelius Oswald Fudge, to use his full name, is the Minister for Magic of Britain. Of course Britain doesn't really have a minister of magic though it's not too far fetched as it does seem to have a minister for most things these days!
He has to remove Dumbledore as Headmaster of Hogwarts.
Initially he is friendly towards Harry Potter but things change later in the series of the books. He becomes increasingly aggressive and portrays Harry and Dumbledore in a negative light as things unfold. Eventually he gets replaced in his role by Rufus Scrimgeour.
