Uncle Vernon, or Vernon Dursley, is played by Richard Griffiths in the movie, and is who Harry Potter stays with in the majority of the books when he is not at Hogwarts, and is where he grew up after the death of his parents at the hands of Voldemort.
He is seen as a nasty character who is cruel and mean to Harry whilst being overly nice to his son called Dudley; so he is definitely a villain of the piece.
He has a disdain for magic and the sorts of things that Harry Potter can do and really has a grudge against Harry being there in the house at all.
